It is Penguin Drum, yes. I can confirm that it is not fabulous in the way that Star Driver is, but aside from that I still have pretty much no idea where it's going or whether you'd like it - it's certainly interesting. The video is of the Absolute Destiny Apocalypse / Monochrome analog of the series (specifically from the first episode), but so far that's the only part of the show that's at all like that. Ask me about it again when we see each other next month, although I can't promise I'll actually keep up with it without nekobasu there to watch them with me.
